CZ Pledges to Invest $4.3B Fine Refund in the US to Show Gratitude

While the $4.3 billion fine remains with the U.S, CZ revealed an itemized plan should the funds return to him,

Changpeng Zhao, the former CEO of Binance, often referred to as CZ, has recently made headlines with his statement about a possible $4.3 billion investment of a fine refund back into the United States. CZ said that he had not yet formally requested the refund, but expressed an intention to invest any returned funds in U.S. initiatives. 

CZ says this will be a sign of gratitude for the opportunities available in the country. The potential investment reflects his recognition of the American market despite the legal challenges he has faced.

Binance’s Record $4.3 Billion Penalty

In 2023, Binance faced investigations in the U.S. for anti-money laundering and sanctions violations. The Department of Justice charged the exchange with operating without proper licenses. CEO CZ admitted to violating the Bank Secrecy Act. Binance agreed to pay $4.3 billion in fines, including $1.8 billion in criminal fines and $2.5 billion in restitution. 

The case had not only spelled trouble for Binance but also sent ripples throughout the crypto industry, with U.S. authorities aiming to establish a precedent for enforcing compliance among digital asset platforms. The fine is recorded as one of the largest in corporate history. 

CZ to Invest Fine Refund in the U.S.

In early December 2024, there were speculations about a possible presidential pardon from President-elect Donald Trump, after CZ’s statement that he would not be opposed to receiving a pardon from the U.S. President-elect. He made it clear then that he had not applied for a pardon. However, on October 23, 2025, U.S. President Donald Trump granted a pardon to CZ. 

The White House confirmed the pardon, stating it was “a step toward restoring innovation and leadership in digital finance.” The decision is one of the most controversial acts of clemency during Trump’s second term. In the meantime, while the $4.3 billion fine remains with the U.S. government, CZ officially stated his plan should the funds be returned to him, saying,

 “I appreciate the pardon already. There is a balance in asking for more vs “what is fair” vs appreciate what you got already…. IF we get any refund, we will be investing that in America anyway, to show our appreciation.” 

Meanwhile, CZ now focuses on philanthropic endeavors with the launch of the Giggle Academy, a project aimed at enhancing crypto education. This reflects his commitment to rebuilding trust and making a positive contribution to the industry after his conviction.
