The United States Securities and Exchange Commission (SEC) Chairman Paul Atkins has introduced a broad-based regulatory reform package titled “Project Crypto” during a press briefing held in the nation’s capital.
The announcement disclosed that the initiative aims to strike a balance between investor protection and market innovation. The initiative is designed to address emerging technologies and long-standing regulatory gaps.
SEC Pushes Forward with Digital Asset Reform
Additionally, the latest development reflects efforts to modernize how digital assets are governed across the U.S. Project Crypto introduces an integrated roadmap designed to regulate core segments of the blockchain and digital finance ecosystem.
Further, key elements include establishing updated guidelines for asset classification and token issuance. It also seeks to implement clear protocols for custody solutions and trading mechanisms.
“We are at the threshold of a new era in the history of our markets. As I mentioned earlier, today I am announcing the launch of “Project Crypto”—a Commission-wide initiative to modernize the securities rules and regulations to enable America’s financial markets to move on-chain,” Atkins said.
Following the briefing, the initiative will also address the intersection of securities and non-securities markets, offering guidance for platforms that host a mix of both. Notably, the SEC aims to integrate compliance standards for decentralized finance (DeFi) protocols. It will also introduce potential “innovation exemptions” to encourage responsible experimentation in the space.
Project Crypto Aims to Ensure Transparency and Security
Another notable component of the plan involves regulation around so-called “super apps”. These are multi-functional platforms that provide users with access to a range of financial tools, including token trading, savings, lending, and more.
The U.S. regulator has signaled its intent to ensure such platforms meet transparency and security standards. This is especially important as they become gateways to both traditional and blockchain-based assets.
Although full implementation will unfold in stages, the launch of Project Crypto has already garnered attention across the digital asset sector. The crypto community views it as a potential turning point in U.S. crypto policy. It could either streamline compliance or introduce new operational hurdles, depending on how it is executed.
The agency plans to open the proposal for public comment in the coming weeks, signaling a willingness to collaborate with stakeholders, technologists, and lawmakers as the regulatory framework evolves.
The latest initiative comes a few weeks after President Donald Trump signed the GENIUS Act into law. Designed to solidify the U.S. position in the global payments sector by introducing a comprehensive framework for gold-standard stablecoins.
The President’s Working Group on Digital Asset Markets has also presented the PWG Report, a strategic policy document aimed at guiding U.S. regulatory bodies, particularly the SEC. This creates a governance model that sustains the nation’s competitive edge in digital asset innovation and blockchain infrastructure.
